Jamaal Greear's blog ::Trucker indicted for abduction, planed to marry 11 year old Amber alert pays off!
Amber Alerts have been a blessing and a curse for many in America and designated imperfect as just about any procedure or law is that's better off existing in imperfect form than not existing at all. While Amber Alerts have helped catch some demented individuals who kidnapped children and headed out on the road, the media doesn't usually report the frequent false alarms that occur when it's not really known if some of the alerts are true kidnappings. The fear has been that so many false alarms around the country have made people pay less attention to Amber Alerts when every single one should be taken seriously until proven otherwise. But the crying wolf phenomenon is one of the worst frames of mind a populace can possess and can create disaster when the real from the chaff can't be determined. That's why the new process of Silver Alerts for seniors seems to have a little more hope in not having so many false alarms--all because a senior with Alzheimer's or dementia wandering off somewhere by themselves is an entirely different situation and not one that needs to be deduced before sending out an alert to find them. In the process, it could help the Amber Alert system fix some of its problems and gain back the respectful attention of those who don't pay attention to them as much as they should. The Silver Alert system still has a long way to go before it becomes fully national. It's only been around since 2006 and, so far, is being implemented mostly in southern states. Whether more incidents of elderly people with dementia wandering away have happened in the south or not, Silver Alerts first started in Oklahoma before snowballing to Illinois and then Georgia. After the first year, most of the surrounding southern states joined up to make this a daily part of life for many and on the southern U.S. highways. To date, it's already helped locate various seniors after so many years of tragic outcomes without it. Some might argue that spending money on such a system isn't necessary when local TV channels frequently broadcast the details if an elderly person is missing somewhere in a city or town. Another argument might be that because the elderly person likely isn't driving on a highway somewhere that locating them on foot would be easier. Based on statistics, though, finding an Alzheimer's patient who's happened to wander off isn't that easy, especially when the person ends up falling in rugged terrain somewhere where people don't typically hang out, particularly in the middle of the night. In some cases, individuals with Alzheimer's have been known to go out in a car while living in assisted-living facilities and end up in fatal accidents. Nevertheless, the U.S. has nine states now using this expensive program and continuing to grow. And a proposed new grant program in Congress may help bring this to every state where the care of the elderly doesn't get the attention it should... The Silver Alert Grant Program... Thanks to a Republican Florida Representative by the name of Gus Bilirakis, a bill he proposed in Congress this last April will promise $100,000 to every state willing to take on a Silver Alert program. That's a budget that any state would welcome when many states are stifled with budgetary problems and setting up computerized system on roads in every state to alert drivers to missing elderly people would likely take up most of that 100 grand. Of course, there could be a consolidated process where the amber alert digital signage you see on highways could also double for silver alerts. Setting up a system that alerts viewers watching TV to such a thing is also easily doable when most cable systems use amber alerts in the same way. As of this writing, the bill to get the Silver Alert Grant Program on the books isn't a reality yet. Even though Rep. Bilirakis has said that passing it is mandatory if not inevitable, the chances are that it could be brought down just because the elderly aren't getting much focus on proper care in this country. The argument may be that children are more important in being found than a senior with a deteriorated mind. While that's true in theory, there's a vast underestimation in how much of a health care crisis this country will face once the aging Baby Boomer population becomes the new elderly and also starts getting Alzheimer's, which eerily seems to be on the rise. In that regard, people probably shouldn't complain when they get older Reps and Senators in Congress when your grandparents' welfare may rest on many of those members of Congress passing bills for your older relatives' benefit. ____ Assuming every state in the country has a Silver Alert system set up within the coming decade, conjoining it with the Amber Alert process would probably help an increasingly skeptical populace become better model citizens when it comes to their reaction of those who cry wolf. Once the Silver Alert program gets to the point that it saves many a life of older citizens, Amber Alerts will undoubtedly be perfected in every state where more accurate information will get to the masses to help in locating real missing children. The best case scenario is elderly citizens themselves supporting the implementation of a Silver Alert system in every state through whatever means necessary. Ordinary citizens who take personal responsibility in making health care and emergency services work better in America are to be appreciated. Unfortunately, we have too many in our population who don't worry about the future or think they'll never become an old person in need of special care someday. Those people don't necessarily live wall to wall in Hollywood. ___ For the detailed text of the Silver Alert Grant Program bill, go to this governmental website: http://www.opencongress.org/bill/110-h5898/show |
